A Nonplayer foul is a noncontact
foul* while the ball is dead or during the down which is not illegal participation
and does not influence play in progress.
* Other than unintentional contact as specified in 9-4-8
(unintentional contact with a game official in the restricted area).

A nonplayer is a coach, athletic trainer, other attendant,
a substitute or replaced player who does not participate by touching the ball,
hindering an opponent, or influencing the play.
Ø
Participation is any act or actions by a player or nonplayer
that has an influence on play.
Ø
A nonplayer foul does not extend a period by an untimed
down. (3-3-4b-2).
Ø
If either team commits an unsportsmanlike or nonplayer
foul during a down in which a touchdown is scored, the opponent may accept the
results of the play and choose enforcement of the penalty on try or subsequent
kickoff. (8-2-4)
